Richard C. Rice 1933-2005

 

Richard Campbell Rice, 71, passed away Sunday, Feb 13, 2005.
A memorial service will be held at 11 am Friday, Feb 18, at Parker Funeral Service in Columbia. Burial with full military honors will be at Fort Leavenworth National Cemetery, Fort Leavenworth, KS, at a future date.
Mr. Rice was born in Atchison, KS. He graduated in 1955 with a bachelor’s degree from Kansas State University and was ROTC commissioned in the U.S. Army. He later completed a master's degree in 1995 at Eastern Michigan University.
In 1983, he retired as a Colonel from a 28 year career in the Army, having served with distinction in the United States, Germany, Vietnam, and Turkey. His last assignment was as Chief of Staff of the ROTC Region at Ft. Riley, KS.
Gov Kit Bond appointed him as director of the Missouri State Emergency Management Agency in 1983, and in 1985, Gov John Ashcroft appointed him as director of the Missouri Department of Public Safety, a position he held until his retirement in 1993 from Missouri state government. During his state service, he was a member of various state boards and commissions. He also served on the board of directors for the National Criminal Justice Association and the Board of Visitors at the National Emergency Management Institute.
An active member of the Columbia community, he was a Paul Harris Fellow in Rotary Club, served on the board of directors of the MId-Missouri Chapter of the Alzheimer's Association and was a life member of the Sons of the American Revolution, the Retired Officer's Association and numerous veterans and service organizations, including the Society of the First Infantry Division-Big Red One. He was a brother in Theta Xi fraternity and a member of the Kansas State and Missouri University Alumni Associations.
He was a life-long member and supporter of the Boy Scouts. He was an Eagle Scout and attended the World Scout Jamboree in Austria as a teenager. Locally, he served as a member of the board of directors of the Great Rivers Council of the BSA.
He is survived by his wife, Donna, his son and daughter-in-law; Robert and Katherine Stuart Rice of Baltimore, and his daughter, Holly, of Ashland.
