COM Ray Miller was born and raised in Lousiana, MO. He was drafted into the US Army in 1969 and was married to his wife, Ruth, in 1970.

After completing his military service, the couple moved to Vandalia, MO in 1972. He worked at Mataz Chevrolet and for NOrth American Refractories. He then worked for Pete Oliver Transportation until that operation closed. COM Miller then worked for Cerro Copper Casting until his retirement in 2010. The couple now live on the family farm near Vandalia.

Ruth Miller is a DAR member. His Patriot Ancestor is Nicholas Lewis.
