Richard W. Moore is practicing attorney with 20 years of experience in law and public policy. Heis the General Counsel of the Missouri Department of Health and Senior Services. In this role, Moore leads a legal staff of fifteen in-house attorneys and dozens or contract attorneys who represent the Department (1,800 employees with an annual budget of $1.9 billion) in over 1,000 cases. Moore previously served as General Counsel to the Missouri House of Representatives and the Missouri Treasurer. In the private sector, he served as Vice President of the Association of Missouri Electric Cooperatives, State Regulatory & Legislative Affairs Director for CenturyLink, and Assistant General Counsel & Director of Regulatory Affairs for the Missouri Chamber of Commerce and Industry.
Moore is a graduate of Columbia College with a BA in History & Political Science and a graduate of Southern Illinois University School of Law.
Moore is very active in the Boy Scouts of America, having obtained the rank of Eagle Scout and is a Vigil Honor Member in the Order of the Arrow. He serves in various positions in both the Great Rivers Council and the Greater St. Louis Area Council, including holding a seat on the Executive Board of the Great Rivers Council.
Moore lives in Columbia, Missouri and is married to Susan Henderson Moore, they have one daughter - Brooks.
